For a 2 MW grid-connected solar power project to be installed at the Bharat Heavy Electricals (BHEL) campus in Ramachandrapuram, Hyderabad, on a Build Own Operate and Transfer (BOOT) basis, BHEL has issued an invitation for bids. The deadline for submitting a bid is July 18, 2023. On the same day, bids will be opened.
Designing, constructing, synchronising, starting up, running, and maintaining the solar power project, as well as providing BHEL with the electricity produced by the project for a 25-year period, are all included in the scope of work. The project consists of a power evacuation network that may be connected to the New Pipe and Plate Yard's 11 kV infrastructure in the BHEL Township.
The earnest money deposit requirement for bidders is $1,000,000.00. The winning bidders are required to provide a performance bank guarantee (PBG) of 6 million prior to the Power Purchase Agreement (PPA) being signed, or within 21 days of the letter of intent being issued, whichever comes first. Two portions of the PBG are required to be submitted: the first for 1.2 million and the second for 4.8 million.
Bids must be submitted for the entire project's capacity. The chosen bidder and BHEL will enter into a (PPA) for a period of 25 years. After the PPA's start date, the project must be commissioned within six months. The solar power facility should sell any extra energy it produces directly to BHEL. The decision to sell the extra electricity to the distribution business will be up to BHEL.
The project's designated land will be made available to the winning bidder by BHEL under the terms of "Right-to-Use based on free of cost." The winning bidder will be in charge of many connected duties, including clearing vegetation, levelling the land, performing civil works, and other relevant activities. Additionally, the developer is responsible for obtaining all necessary clearances and permits for project setup.
To reduce technical risks and enable prompt project commissioning, the tender seeks to promote commercially proven and functional technologies. The bidders must have prior experience building ground-mounted solar power systems with a minimum capacity of 2 MW. They ought to have run and maintained a solar power facility with a minimum 2 MW capacity, whether it was the same solar project or a different one. The bidders' net worth as of the final day of the prior fiscal year must be at least 25 million.
