According to the Ministry of Micro, Small, and Medium Enterprises (MSME), India’s small-scale industries account for nearly 30% of the country's GDP and 45% of its total exports. Today, cottage businesses stand as the most important contributors of the economy, by not only offering employment opportunities to over millions of people, but also preserving cultural heritage as well as driving innovation at the grassroots level. In the government report that was released in December 2024, showed that the small manufacturing businesses especially family-owned units which include garment makers, auto component manufacturers, as well as food processing enterprises grew to 20.15 million in the 2023/24 year from 17.83 million the previous year.
"The unincorporated non-agricultural sector, comprising small manufacturing, trade and other services, plays a crucial role in the economy... contributing significantly to employment," said Saurabh Garg, secretary at the Ministry of Statistics, while releasing the finding of the annual report.
“During the survey period, the number of small businesses grew by 12.84%, while employment showed robust growth of more than 10%,” Garg added.

Minister of Cottage Industries, Balwantsinh Rajput stated that this will lead to the creation of almost 12 lakh jobs over 5 years.
"The New Cottage Policy 2024, which will remain in force for five years, aims to develop a self-sustaining cottage industry sector and open the doors of local and international markets for artisans," said Gujarat Minister for MSMEs, Cottage, Khadi and Rural Industries Balwantsinh Rajput.
“With India’s rich cultural history supported by preservation and conservation efforts, businesses and brands can help make their communities more attractive to tourists, create better job opportunities, and boost the local economy,” says Rohini Bhatia, Chairperson, InterGlobe Foundation.

“The Rural Craft and Cultural Hubs initiative has transformed the landscape of our creative economy and steered grass-root dynamics for empowering marginalized communities in a holistic way. This project has created a unique model in leveraging cultural heritage for local development and professionalizing traditional skills for livelihood generation,” says Rajesh Pandey, Principal Secretary, Department of MSME&T, Government of West Bengal.
Cottage industries in the country play a central role in boosting exports and generating foreign exchange. Products such as handicrafts, pottery, textiles, jewellery and others are highly valued in international markets for their cultural richness, uniqueness coupled with artisanal quality. The "Made in India" tag, associated with traditional craftsmanship, appeals to consumers worldwide, especially in regions like Europe, North America, and the Middle East. The export of these products significantly contributes to India's foreign exchange reserves, strengthening the economy.
Government initiatives such as the “Digital India” campaign and the “One District, One Product” have encouraged the utilization of technology for promoting traditional crafts. Also, digital marketing strategies as well as virtual exhibitions are used for showcasing these products in the international markets.
For instance, in September 2024, the Ministry of Commerce and Industry launched an e-platform named Trade Connect to involve more small and medium enterprises in trade and export.
“It is all about accessibility of various information and data. It is single window and transformational. It is fast, futuristic, accessible, single window and transformational," said Union Minister Piyush Goyal while speaking at the event. With this launch, the ministry aims to increase the participation of MSMEs in the export. Goyal added, "The global trade is in a paralytic situation but this is our effort to increase India's market share in the world."
